as for the real business, yes, people with reports only access (i.e. not administrative) will be allowed to create their own custom dashboards, but  SEPARATELY. the whole thing with the marketing vs executive vs system dashboard is going away in the reporting interface, and I got an email from Google urging me to create those dashboards for that level of user and then set them up as an auto-email delivery. It is still there in the backend</description>

One question - we have multiple GA accounts with client access.  Has that aspect of it changed at all?  Will someone with "Reports Only" access be allowed to create their own custom dashboards?
