I've actually seen our wonderful outsourcer do this exact same thing with an Apache configuration file.
We sent them the required config changes, which the bright lad implementing, copied and edited using MS Word.

And then had the effrontery to complain that the config we gave him didn't work. Word had smart quoted everything.
Sigh. Good help can be so hard to find... ;-)
